This regulation may be cited as the Mining Safety and Health Legislation Amendment Regulation 2026.

This part amends the Coal Mining Safety and Health Regulation 2017.

AS 2187 means the Australian Standard as in force from time to time under that designation (regardless of the edition or year of publication of the standard).
AS 2985 means the Australian Standard as in force from time to time under that designation (regardless of the edition or year of publication of the standard)
AS 61508.4 means the Australian Standard as in force from time to time under that designation (regardless of the edition or year of publication of the standard).
electrical activity
1Electrical activity means the following—
(a)installing, maintaining, repairing, testing or disconnecting electrical equipment or an electrical installation for mining operations;
(b)operating electrical equipment or an electrical installation for mining operations.
2Electrical activity does not include the following—
(a)operational switching or using operator interface controls;
(b)connecting or disconnecting electrical equipment using a flexible lead with a plug and socket outlet;
(c)simple push button testing of earth leakage breakers or similar tasks.
electrical equipment means an item that is—
(a)used for generating, converting, transmitting, distributing or using electrical energy; and
(b)operated by electricity at a voltage greater than extra low voltage.
electric drive means electrical equipment that is part of a unit of a vehicle that provides propulsion for the vehicle.
electrical work
1Electrical work means installing, repairing, testing or disconnecting electrical components of electrical equipment and electrical installations.
2Electrical work does not include connecting or disconnecting electrical equipment using a flexible lead with a plug and socket outlet.
extra low voltage means a voltage of—
(a)50V or less a.c. r.m.s; or
(b)120V or less ripple-free d.c.
functional safety means functional safety as defined in AS 61508.4.
functional safety work means work—
(a)on a system that incorporates electrical equipment that has—
(i)a safety integrity level as defined in AS 61508.4; or
(ii)a performance level as defined in ISO 13849-1; and
(b)that may affect the functional safety of the system.
high voltage means a voltage greater than low voltage.
ISO 13849-1 means the international standard, published by the International Organisation for Standardisation, as in force from time to time under that designation (regardless of the edition or year of publication of the standard).
low voltage means a voltage greater than extra low voltage, but not more than 1200V a.c. r.m.s. or 1500V ripple-free d.c.
mobile plant means plant capable of being moved under its own power.

Examples—

draglines, shovels, excavators and trucks
surface mine means—
(a)a mine other than an underground mine; or
(b)the surface operations of an underground mine.
