About the Office of Parliamentary Counsel

The COVID-19 pandemic is affecting OQPC as it is every other part of society. Our first concern is for the health and safety of our staff, our clients and other stakeholders. Almost all of OQPC’s business processes are digital and web-based, and we are therefore able to maintain continuity of service without being physically in the office. So, in keeping with public health directions about home confinement, since late March 2020 we have been working remotely. Landline phones are diverted to mobiles and we are continuing to monitor our general email addresses < view our Contact us webpage >. Postal deliveries can be received, although email correspondence is preferred.

The Office of the Queensland Parliamentary Counsel (OQPC) was established as a statutory office by the Legislative Standards Act 1992 on 1 June 1992 to ensure that Queensland legislation is of the highest standard.

OQPC undertakes the following legislative drafting and publishing services for Queensland, providing public access to the legislation and related legislative information on this website—

Drafting

  • drafting Government Bills
  • drafting private members’ Bills
  • drafting amendments of Bills for Ministers and other members
  • drafting subordinate legislation, other than exempt subordinate legislation
  • drafting other instruments for use in, or in connection with, the Legislative Assembly if asked
  • providing advice to Ministers, members and government entities about alternative ways of achieving policy objectives and the application of fundamental legislative principles
  • providing advice to the Governor in Council, Ministers and government entities on the lawfulness of proposed subordinate legislation

 

Publishing

  • preparing reprints (consolidated versions) of Queensland legislation
  • preparing and publishing information about Queensland legislation
  • developing and managing this website to provide electronic access to Queensland legislation and information about legislation.
