1Short title

This regulation may be cited as the Major Events (FIFA Women’s World Cup) Regulation 2023.

2Definitions

In this regulation—
Brisbane Stadium controlled area see section 6(2)(a).
Brisbane Stadium major event area see section 6(1)(a).
crowd controller see the Security Providers Act 1993, section 5.
FIFA fan festival controlled area see section 6(2)(b).
FIFA fan festival major event area see section 6(1)(b).
FIFA Women’s World Cup 2023 means the major event prescribed under section 4.
security officer see the Security Providers Act 1993, section 7.

3References to particular periods

A reference in a provision of this regulation to a period that starts on a day (the first day) and ends on another day (the last day) is a reference to a period—
(a)starting at the beginning of the first day; and
(b)ending at the end of the last day.

4FIFA Women’s World Cup 2023 prescribed as major event—Act, s 12

For section 12(1) of the Act, the international football event known as the FIFA Women’s World Cup 2023 is prescribed as a major event.

5Major event organiser—Act, s 12

For section 12(2)(a) of the Act, FWWC2023 Pty Ltd ACN 650 853 302 is prescribed as the major event organiser for the FIFA Women’s World Cup 2023.

6Major event areas and controlled areas—Act, s 12

(1)For section 12(2)(b) of the Act, each of the following areas is prescribed as a major event area for the FIFA Women’s World Cup 2023—
(a)the area shown on the map in schedule 1 as a major event area (the Brisbane Stadium major event area);
(b)the area shown on the map in schedule 2 as a major event area (the FIFA fan festival major event area).
(2)For section 12(3)(a) of the Act, each of the following areas is prescribed as a controlled area for the FIFA Women’s World Cup 2023—
(a)the area shown on the map in schedule 1 as a controlled area (the Brisbane Stadium controlled area);
(b)the area shown on the map in schedule 2 as a controlled area (the FIFA fan festival controlled area).

7Major event period and control period—Act, s 12

(1)For section 12(2)(c) of the Act, the period starting on 20 July 2023 and ending on 20 August 2023 is prescribed as the major event period for the FIFA Women’s World Cup 2023.
(2)For section 12(3)(b) of the Act, the period starting on 20 July 2023 and ending on 20 August 2023 is prescribed as the control period for the FIFA Women’s World Cup 2023.

8Application of Act provisions to FIFA Women’s World Cup 2023—Act, s 12

For section 12(2)(d)(i) of the Act, section 36 of the Act is prescribed as a provision that applies to the FIFA Women’s World Cup 2023.

9Application of Act provisions to Brisbane Stadium major event area—Act, s 12

(1)For section 12(2)(d)(ii) of the Act, the following provisions of the Act are prescribed as provisions that apply to the Brisbane Stadium major event area for the periods mentioned in subsection (2)—
(a)section 18;
(b)section 20, other than subsection (6);
(c)section 22;
(d)section 25;
(e)section 26, other than subsections (1)(d), (4), (5) and (7).
(2)For subsection (1), the periods are the following—
(a)22 July 2023 from 5:30p.m. to 10:15p.m.;
(b)27 July 2023 from 6p.m. to 10:45p.m.;
(c)29 July 2023 from 6p.m. to 10:45p.m.;
(d)31 July 2023 from 6p.m. to 10:45p.m.;
(e)3 August 2023 from 6p.m. to 10:45p.m.;
(f)7 August 2023 from 3:30p.m. to 8:15p.m.;
(g)12 August 2023 from 3p.m. to 7:45p.m.;
(h)19 August 2023 from 4p.m. to 8:45p.m.

10Application of Act provisions to Brisbane Stadium major event area and Brisbane Stadium controlled area—Act, s 12

(1)For section 12(2)(d)(ii) and (3)(c) of the Act, the following provisions of the Act are prescribed as provisions that apply to the Brisbane Stadium major event area and the Brisbane Stadium controlled area for the periods mentioned in subsection (2)—
(a)sections 30 to 33;
(b)section 35.
(2)For subsection (1), the periods are the following—
(a)21 July 2023 to 22 July 2023;
(b)26 July 2023 to 31 July 2023;
(c)2 August 2023 to 3 August 2023;
(d)6 August 2023 to 7 August 2023;
(e)11 August 2023 to 12 August 2023;
(f)18 August 2023 to 19 August 2023.

11Application of Act provisions to FIFA fan festival major event area—Act, s 12

For section 12(2)(d)(ii) of the Act, the following provisions of the Act are prescribed as provisions that apply to the FIFA fan festival major event area for the major event period—
(a)section 18;
(b)section 20, other than subsection (6);
(c)sections 22 and 23;
(d)section 25;
(e)section 26, other than subsections (1)(d), (4), (5) and (7);
(f)sections 30 to 35.

12Application of Act provisions to FIFA fan festival controlled area—Act, s 12

For section 12(3)(c) of the Act, sections 30 to 35 of the Act are prescribed as provisions that apply to the FIFA fan festival controlled area for the control period.

13Official logos—Act, s 51

For section 51(1)(a) of the Act, each logo shown in schedule 3, and a black and white copy of the logo, is declared to be an official logo for the FIFA Women’s World Cup 2023.

14Official titles—Act, s 51

For section 51(1)(b) of the Act, each of the following titles is declared to be an official title for the FIFA Women’s World Cup 2023—
(a)Fédération Internationale de Football Association;
(b)FIFA;
(c)FIFA Women’s World Cup;
(d)FIFA Women’s World Cup 2023;
(e)FIFA Women’s World Cup 2023 Australia and New Zealand;
(f)FIFA Women’s World Cup Australia and New Zealand;
(g)FIFA Women’s World Cup Australia and New Zealand 2023;
(h)Football Women’s World Cup;
(i)Football Women’s World Cup 2023;
(j)Football Women’s World Cup 2023 Australia and New Zealand;
(k)Football Women’s World Cup Australia and New Zealand;
(l)Women’s World Cup;
(m)Women’s World Cup 2023;
(n)Women’s World Cup 2023 Australia and New Zealand.

15Authorised persons—Act, s 56

For section 56(1)(d) of the Act, the other persons prescribed for the FIFA Women’s World Cup 2023 are—
(a)a crowd controller; and
(b)a security officer.

16Limitation on powers of particular authorised persons—Act, s 57

(1)For section 57(2) of the Act, this section limits the powers of particular authorised persons for the FIFA Women’s World Cup 2023.
(2)An authorised person may exercise a power under section 18(5) or 25 of the Act only if the person is—
(a)a police officer; or
(b)a crowd controller; or
(c)a security officer.
(3)Also, an authorised person may exercise a power under any of the following sections of the Act only if the person is a police officer—
(a)section 30(4);
(b)section 32(5);
(c)section 33(4);
(d)section 54(2);
(e)section 63.

17Expiry

This regulation expires on 21 August 2023.
