force on 2 September 1996]˙Short title1.ThisstandardmaybecitedastheTransportOperations(MarineSafety—RecreationalShipsMiscellaneousEquipment)InterimStandard1996.˙Commencement2.This
standard commences on 1 July 1996.˙Who
standard applies to3.(1)Sections 11 to
14 apply to the owner or master of a recreationalship
that does not require registration.(2)Theremainingprovisionsapplytotheownerormasterofeveryrecreational
ship.˙Purpose of standard4.This
standard is a guide to how to satisfy the general safety
obligationsunder part 41of
the Act.1Part 4 of the Act (General safety

this standard—“partiallysmoothwaters”hasthemeaninggivenbyTransportOperations
(Marine Safety) Regulation 1995.“PFDtype1”has
the meaning given byTransportOperations(MarineSafety) Regulation 1995.“PFDtype2”has
the meaning given byTransportOperations(MarineSafety) Regulation 1995.“PFDtype3”has
the meaning given byTransportOperations(MarineSafety) Regulation 1995.“positiveflotation”hasthemeaninggivenbyTransportOperations(Marine Safety)
Regulation 1995.“smoothwaters”hasthemeaninggivenbyTransportOperations(Marine Safety)
Regulation 1995.“V sheet”has the meaning
given byTransport Operations (Marine Safety)Regulation 1995.˙Navigation6.Arecreationalshipoperatingbeyondsmoothwatersshouldbeequipped with a navigation chart and—(a)a liquid damped compass; or(b)other direction finding and position
fixing equipment.˙Anchoring7.(1)A
recreational ship should be equipped with—(a)for
a ship under 5 m operating in smooth waters—an anchor withat
least 18 m of cable; or(b)forashipunder5moperatingbeyondsmoothwaters—ananchor with at
least 27 m of cable; or

than 8 m—an anchor with atleast 27 m of cable; or(d)for a ship of 8 m or more—2 anchors
each with at least 37 m ofcable.(2)Despitesubsection(1),thetypeofanchorandthelengthandthickness of the cable should be appropriate
to—(a)the type of ship; and(b)the weather and sea conditions;
and(c)the nature of the seabed.(3)In this section—“cable”means—(a)for
a ship under 5 m—a chain or rope; or(b)for
a ship of 5 m or more—(i)a chain;
or(ii)a chain of at
least 2 m attached to the anchor and a rope.˙Baling8.A
recreational ship should be equipped with—(a)for
a ship under 5 m—baling equipment suitable to the type ofship; or(b)for
a ship of at least 5 m but less than 8 m—a pump or otherbaling equipment with a minimum capacity of
45 L per minute;or(c)for a ship of 8
m or more—a pump or other baling equipmentwith a minimum
capacity of 70 L per minute.

MiscellaneousEquipment) Interim Standard 1996˙Manual propulsion9.Arecreationalshipunder6mshouldbeequippedwithawayofmanually propelling the boat.Example—Oars or
paddles.˙Drinking water10.A
recreational ship should be equipped with enough drinking
waterfor everyone on board for the duration of the
intended voyage.˙Signalling devices for ships on the
water at night11.A recreational ship on the water
between sunset and sunrise shouldbe equipped with
a lighting device for signalling to attract attention.Examples of lighting devices—Torches, lanterns fluorescent lights and
cyalume sticks.˙Safety equipment in smooth
waters12.(1)Arecreationalshipoperatinginsmoothwatersshouldbeequipped with—(a)a
PFD type 1, 2 or 3 for each person on the ship; and(b)if the ship is more than 5 m—fire
fighting equipment capable ofextinguishing
fire on the ship quickly and effectively.(2)However, subsection (1)(a) does not apply if
the ship—(a)operates in a river, creek, stream or
the waters contained withinbreakwaters or
revetments; and(b)has positive flotation and is equipped
with grab lines, grab rails orsomething else
that gives a person in the ship a way of keeping asecure hold to the ship.

waters and beyond13.A recreational ship operating in
partially smooth waters and beyondshould be
equipped with—(a)for each person on board the
ship—(i)forashipoperatinginpartiallysmoothwaters—aPFD type 1 or 2;
or(ii)forashipoperatingbeyondpartiallysmoothwaters—aPFD
type 1; and(b)a V sheet; and(c)2
hand held red flares; and(d)2 orange smoke
flares; and(e)if the ship is more than 5 m—fire
fighting equipment capable ofextinguishing
fire on the ship quickly and effectively.˙Exceptions for anyone wearing a divers
jacket14.(1)This section
applies if a person on a recreational ship is wearing aninflatable divers jacket and wet suit.(2)Despite sections 12 and 13,2the ship need not be equipped with
apersonal flotation device for the
person.˙Safety equipment to be serviced
etc.15.(1)This section
applies if a recreational ship’s safety equipment undersection12or13hasanexpirydatebywhichitshouldbeservicedorreplaced.(2)The
ship is taken not to be equipped with safety equipment undersection 12 or 13 unless the equipment has
been serviced or replaced beforethe expiry

flotation device for each person onboard the
ship.(2)Theshipistakennottobeequippedwithsafetyequipmentcomprisinglifejacketsorpersonalflotationdevicesunlessthereisanappropriate size life jacket or
personal flotation device for each person onthe ship.˙Equipment in working order17.The equipment that should be on board
a ship under this standardshould be in good working order.˙Expiry18.This
standard expires 6 months after its commencement.
