standard commences on 1 July 1996.˙Who
standard applies to3.This standard applies to the owner or
masters of a commercial andfishing ship that
is required to be registered under section 561of
the Act.˙Purpose of standard4.This
standard is a guide to how to satisfy the general safety
obligationsunder part 42of
the Act.1Section 56 (Regulation may require
registration of ship)TheTransportOperations(MarineSafety)Regulation1995defineswhatcommercialandfishingshipsare,andrequirescertaincommercialandfishingships to be

Standard1996˙Miscellaneous equipment5.(1)A
commercial or fishing ship should be equipped in accordancewith
the Uniform Shipping Laws Code, sections 12, 13 and 18.3(2)Alternatively, a
commercial or fishing ship should be equipped withequipment to—(a)safely navigate the ship in expected weather
conditions; and(b)safely secure the ship in expected
weather conditions, should it bedisabled and
afloat; and(c)enabletheshiptocommunicatewithanothership,orashorebased radio station, in expected weather
conditions; and(d)give safety, first aid and reasonable
comfort to anyone on boardthe ship; and(e)allow anyone unhindered access to and from
the ship, includingequipment to ensure a person does not
accidentally fall off theship; and(f)secure the ship against movement caused by
the weather and, inparticular, water surges to enable—(i)someone to embark or disembark safely;
or(ii)cargo to be
transferred to or from the ship safely; and(g)indicate weather changes within the ship’s
operational area.Example of paragraph (e)—A gangway with
handrails.(3)The equipment mentioned in this
section should be in good workingorder.(4)In this section—“expected weather
conditions”, for a ship, means all expected

Regulation 1995.˙Expiry6.This standard expires 6 months after
its commencement.
