commences on 1 November 2009.3Persons to whom notice applies(1)Thisnotice,otherthansection4(2),appliestoeachperson(relevantperson) who
conducts a business or undertaking thatincludes the
installation of ceiling insulation.(2)Section4(2)appliestoaworkerwhoinstallsceilinginsulation.Note—See section 43 of the Act for the
effect of this notice for the discharge ofa person’s
electrical safety obligation.4Metal
or other conductive fasteners not to be used toinstall ceiling
insulation(1)Each relevant person must ensure the
fastening of insulationto the ceiling structure of a building
done in the conduct of theperson’s business or undertaking is
not done by using metal orany other form of conductive
fastener.(2)A worker must not use metal or any
other form of conductivefastenertofasteninsulationtotheceilingstructureofabuilding.Reprint 1

cl 4.5.2.3(1)Eachrelevantpersonmustensuretheinstallationofceilinginsulation in a
building done in the conduct of the person’sbusiness or
undertaking complies with the wiring rules, clause4.5.2.3 as in force from time to
time.(2)In this section—AS/NZSmeansajointStandardsAustraliaandStandardsNew Zealand
standard.wiringrulesmeansAS/NZS3000:2007(Electricalinstallations)
(known as the Australian/New Zealand WiringRules).Note—The wiring rules
may be purchased from Standards Australia.6Training for assessment of electrical
riskEach relevant person must ensure that the
relevant person andall persons employed or engaged by the
relevant person whoinstall ceiling insulation in a building are
trained in carryingout an assessment of the electrical risk
from the installation ofceiling insulation.7Assessment of electrical risk(1)Beforeceilinginsulationisinstalledinabuildingintheconductofarelevantperson’sbusinessorundertaking,therelevant person must—(a)conductanon-siteoperationalassessmentoftheelectricalriskfromtheinstallationoftheceilinginsulation;
and(b)implement any control measures
necessary to prevent aperson’s exposure to the electrical
risk.(2)Eachrelevantpersonresponsiblefortheinstallationoftheceiling insulation must keep a record
of the on-site operationalassessment for 5 years after the
