Electrical Safety (Installation of Ceiling Insulation) Notice 2009 [s 1] Electrical Safety (Installation of Ceiling Insulation) Notice 2009 [reprinted as in force on 1 November 2009] 1 Short title This notice may be cited as the Electrical Safety ( Installation of Ceiling Insulation) Notice 2009 . 2 Commencement This notice commences on 1 November 2009. 3 Persons to whom notice applies (1) This notice, other than section 4(2), applies to each person ( relevant person ) who conducts a business or undertaking that includes the installation of ceiling insulation. (2) Section 4(2) applies to a worker who installs ceiling insulation. Note — See section 43 of the Act for the effect of this notice for the discharge of a person’s electrical safety obligation. 4 Metal or other conductive fasteners not to be used to install ceiling insulation (1) Each relevant person must ensure the fastening of insulation to the ceiling structure of a building done in the conduct of the person’s business or undertaking is not done by using metal or any other form of conductive fastener. (2) A worker must not use metal or any other form of conductive fastener to fasten insulation to the ceiling structure of a building. Reprint 1 effective 1 November 2009 Page 3

Electrical Safety (Installation of Ceiling Insulation) Notice 2009 [s 5] 5 Installation must comply with wiring rules, cl 4.5.2.3 (1) Each relevant person must ensure the installation of ceiling insulation in a building done in the conduct of the person’s business or undertaking complies with the wiring rules, clause 4.5.2.3 as in force from time to time. (2) In this section— AS/NZS means a joint Standards Australia and Standards New Zealand standard. wiring rules means AS/NZS 3000:2007 (Electrical installations) (known as the Australian/New Zealand Wiring Rules). Note — The wiring rules may be purchased from Standards Australia. 6 Training for assessment of electrical risk Each relevant person must ensure that the relevant person and all persons employed or engaged by the relevant person who install ceiling insulation in a building are trained in carrying out an assessment of the electrical risk from the installation of ceiling insulation. 7 Assessment of electrical risk (1) Before ceiling insulation is installed in a building in the conduct of a relevant person’s business or undertaking, the relevant person must— (a) conduct an on-site operational assessment of the electrical risk from the installation of the ceiling insulation; and (b) implement any control measures necessary to prevent a person’s exposure to the electrical risk. (2) Each relevant person responsible for the installation of the ceiling insulation must keep a record of the on-site operational assessment for 5 years after the assessment is conducted.
