s1 3 s2 State Development and Public Works Organisation (Water Infrastructure Project Board) Regulation 2006 State Development and Public Works Organisation (Water Infrastructure Project Board) Regulation 2006 [as amended by all amendments that commenced on or before 14 December 2007] 1 Short title This regulation may be cited as the State Development and Public Works Organisation (Water Infrastructure Project Board) Regulation 2006 . 2 Definitions In this regulation— drought contingency projects means the following projects described in the Report on Drought Contingency Projects 1 held by The Coordinator-General— (a) the Southern Regional Water Pipeline; (b) the Western Corridor Recycled Water Scheme; (c) the Tugun Desalination Plant; (d) the Regional Water Inter-Connectors. program of works means the program of works included in the document called ‘Program of Works Statewide Water Grid Regional Water Infrastructure Projects’, approved by the Governor in Council on 13 December 2007 and held by the department. regional water infrastructure projects means— (a) the following projects described in the program of works— 1 A copy of the report is available on The Coordinator-General’s website at <www.coordinatorgeneral.qld.gov.au>.

s3 4 s4 State Development and Public Works Organisation (Water Infrastructure Project Board) Regulation 2006 (i) Lower Fitzroy Infrastructure; (ii) Fitzroy to Gladstone Pipeline; (iii) Connors River Dam and Pipelines; (iv) Nathan Dam; (v) Kinchant Dam Raising; (vi) Water for Bowen; (vii) Water for Proserpine; (viii) Nullinga Dam; and (b) the project called Burdekin to SEQ Pipeline—Concept Plan described in the Statewide water policy; and (c) the project called Yeppoon Pipeline—Construction Project described in the Statewide water policy. relevant projects means the drought contingency projects and the regional water infrastructure projects. Statewide water policy means the document called ‘Statewide Water Policy Quarterly Project Progress Report October 2007’ held by the department. 3 Name of project board The project board established by the notification in the gazette of the Establishment of the Water Infrastructure Project Board Notification (No. 1) 2006 is named the Water Infrastructure Project Board. 4 Functions of project board The project board has the following functions— (a) to oversee the business plans and management strategies of the relevant projects; (b) to undertake works to implement the relevant projects; (c) to undertake any functions delegated to it by the coordinator-general;

s5 5 s5 State Development and Public Works Organisation (Water Infrastructure Project Board) Regulation 2006 (d) to perform any other functions delegated to it under an Act in relation to the development of the relevant projects; (e) to negotiate with local governments regarding— (i) the local governments’ funding contributions for the relevant projects; and (ii) the local governments’ participation in a regional scheme for water supply and pricing; (f) to liaise with industry and the community in relation to the development and implementation of the relevant projects; (g) to coordinate with other persons or agencies to achieve the development and implementation of the relevant projects; (h) to advise the Minister about matters arising out of the board’s functions. 5 Powers of project board The project board has the following powers— (a) to acquire, hold, deal with or dispose of property; (b) to spend amounts applied to it for its functions, including, for example, on capital works and improvements, subject to any conditions applying to the expenditure of the amounts; (c) to enter into contracts; (d) to obtain any statutory approvals required for the works necessary to deliver the relevant projects; (e) to borrow amounts, if authorised under the Statutory Bodies Financial Arrangements Act 1982 ; (f) to appoint agents and attorneys; (g) to join and take part in industry associations; (h) to do anything else necessary or convenient to be done in relation to the performance of its functions.
