s1 3 s3 State Development and Public Works Organisation (Clean Coal Technology Project Board) Regulation 2006 State Development and Public Works Organisation (Clean Coal Technology Project Board) Regulation 2006 [reprinted as in force on 14 July 2006] 1 Short title This regulation may be cited as the State Development and Public Works Organisation (Clean Coal Technology Project Board) Regulation 2006 . 2 Name of project board The project board established by the notification in the gazette of the Establishment of Clean Coal Technology Project Board Notification (No. 1) 2006 is named the Clean Coal Technology Project Board. 3 Functions of project board (1) The project board has the following functions— (a) to undertake any functions delegated to it by the coordinator-general; (b) to perform any other functions delegated to it under the Act or another Act in relation to the development or use of clean coal technology; (c) to prepare a business plan and a management strategy for the development or use of clean coal technology; (d) to facilitate the development or use of clean coal technology; (e) to construct facilities for the development or use of clean coal technology, either by it or a third party;
s4 4 s4 State Development and Public Works Organisation (Clean Coal Technology Project Board) Regulation 2006 (f) to develop funding strategies for the development or use of clean coal technology, including the sourcing of available funding from the private and public sectors; (g) to develop and implement a marketing plan to promote the development or use of clean coal technology, and to attract investment in the development or use of clean coal technology; (h) to undertake industry and community liaison in relation to the development or use of clean coal technology; (i) to coordinate with other persons or agencies to achieve the development or use of clean coal technology; (j) to advise the Minister about— (i) national and international research and development programs for the development or use of clean coal technology, if asked by the Minister or on its own initiative; or (ii) other matters relating to the development or use of clean coal technology, if asked by the Minister or on its own initiative; (k) to implement, manage and maintain the management strategy mentioned in paragraph (c). (2) In subsection (1)— development or use , of clean coal technology, includes the investigation, research, promotion, experimentation and exploitation of clean coal technology in relation to electricity generation and any other commercial use of coal either by the project board or a third party. 4 Powers of project board The project board has the following powers— (a) to acquire, hold, deal with or dispose of property; (b) to spend amounts applied to it for its functions, including, for example, on capital works and improvements to, or for the maintenance of—
s4 5 s4 State Development and Public Works Organisation (Clean Coal Technology Project Board) Regulation 2006 (i) property it owns; or (ii) other property, if the owner of the other property consents and the spending is for the development or use of clean coal technology; (c) to borrow money, if authorised under the Statutory Bodies Financial Arrangements Act 1982 ; (d) to enter into contracts; (e) to appoint agents and attorneys; (f) to charge for services and facilities it provides; (g) to join and take part in industry associations; (h) to do anything else necessary or convenient to be done in relation to its functions.
