which this standard prevents the carriage ofstanding
passengers on a bus, this standard applies despite theTransportOperations(PassengerTransport)Standard2000,sections 12(2)

busAn operator of a relevant bus must take
reasonable steps toensure a driver of the bus does not carry
standing passengers.7ExceptionA driver of a
relevant bus may carry a person as a standingpassengeronthebusifthedriverreasonablybelievesnotcarrying the person on the bus may
expose the person to risk,including, for example,
because—(a)the person is a child or another
vulnerable member ofthe community; or(b)the
person would otherwise be left alone on an isolatedor
dangerous stretch of road.Examples of vulnerable members of the
community—persons with a disability, women,
pensioners
