prescribed—(a)cash;(b)cheque;(c)electronic transfer of funds;(d)an unconditional financial institution
security issued bya financial institution that—(i)isinfavourofthe‘StateofQueensland’andispayable on demand; and(ii)has no expiry
day; and(iii)states—(A)the holder for the proposed permit on
whosebehalf the security is issued; and(B)the address of the financial
institution; and(iv)is signed for

5 Annual rent and interest[s 7]Annual rent and
interest7Annual rent(1)For
section 43(1) of the Act, the annual rent for a permit is$2.40 for each sub-block in the area of the
permit.(2)For section 43(2) of the Act—(a)the prescribed way for paying the
annual rent is by—(i)cash; or(ii)cheque; or(iii)electronic transfer of funds; or(iv)acombinationoftheformsmentionedinsubparagraphs (i) to (iii); and(b)the prescribed day is the day before
the anniversary dayfor the permit.(3)If
the annual rent is paid for a year and the permit ends
duringthe year, the proportion of the annual rent
that relates to theremainder of the year may be
refunded.(4)The permit holder must pay the annual
rent at—(a)the office of the department for
lodging the annual rent,as stated in a gazette notice by the

publicly available database;(e)onamapthatismadeavailabletothepublicforinspection or purchase;(f)in digital or electronic form,
including, for example, ona disc or tape;(g)by
displaying it on a notice that is available to the publicfor
inspection at—(i)the department’s head office;

explorationbore in the area of the permit, notify the
chief executive thatthe bore is to be drilled.(2)The notice must—(a)state a proposed identifying name for the
bore; and(b)be in the approved form; and(c)be accompanied by a map showing the
location of thebore in relation to the area of the
permit.(3)Theproposedidentifyingnamefortheborestatedinthenotice must not be the same, or
substantially the same, as anamerecordedforanexplorationboreinthegeothermalregister.11Notice of completion, alteration or
abandonment ofexploration bore(1)This
section applies if, for an exploration bore in the area of apermit—(a)drilling of the bore is completed; or(b)the completion configuration of the
bore changes; or(c)the bore is abandoned.(2)For subsection (1)—(a)drilling of the bore is completed
if—(i)the drilling rig last used to drill
the bore is movedso it is no longer above the bore;
and(ii)the permit
holder intends no further drilling of thebore to occur;
and(b)thecompletionconfigurationoftheborechangesif,after drilling of the bore is
completed—(i)additional casing is installed in the
bore; or(ii)anypartoftheboreisplugged,otherthanfordecommissioning the bore; orPage

the bore is altered in any other way.(3)The
permit holder or an authorised person for the permit must,within10businessdaysaftertheeventmentionedinsubsection(1)happens,givethechiefexecutiveanoticestating that the
event has happened.(4)The notice must—(a)be
in the approved form; and(b)be accompanied
by a map showing the location of theexploration
bore.12Notice of intention to carry out
seismic survey orscientific or technical survey(1)Thissectionappliesifaseismicsurveyorascientificortechnical survey is to be carried out in the
area of a permit.(2)The permit holder or an authorised
person for the permit must,atleast10businessdaysbeforethesurveystarts,givethechief executive a notice stating the
following—(a)a proposed identifying name or code
for the survey;(b)the type of survey to be carried
out;Examples—seismic, geochemical, geophysical,
geotechnical(c)a description of the area to be
surveyed;(d)the day surveying will start;(e)the expected duration of the
surveying.(3)The notice must—(a)be
in the approved form; and(b)be accompanied
by a map showing the location of thearea to be
surveyed.(4)The proposed identifying name or code
for the survey statedin the notice must not be the same, or

Prescribed conditions for permits[s 13]13Notice of completion of seismic survey
or scientific ortechnical survey(1)Thissectionappliesifaseismicsurveyorascientificortechnicalsurveycarriedoutwithintheareaofapermitiscompleted.(2)For
subsection (1), a survey is completed as soon as all of theraw
data for the survey has been recorded or recovered.(3)The permit holder or an authorised
person for the permit must,within10businessdaysafterthecompletiondayforthesurvey, give the
chief executive a notice in the approved formstating that the
survey has been completed.Division 2Samples14Keeping samples(1)This
section applies if a permit holder or an authorised personforthepermitobtainssamplesofmaterialsfromanexploration bore in the carrying out
of geothermal explorationin the area of the permit.(2)The holder or authorised person
must—(a)keep the samples for at least 3 months
after giving thechiefexecutiveaborecompletionreportforthebore;and(b)ensure the
samples are stored in a secure way that—(i)prevents the loss or theft of the samples;
and(ii)protectsthesamplesagainstdamagefromtheeffects of weather.15Cutting samples(1)A
permit holder or an authorised person for the permit must,for
each exploration bore drilled under the permit, keep thecutting samples of the geological formations
penetrated by thedrill for each interval mentioned in

are—(a)each 10m interval, or part of a 10m
interval, from thesurfacetoascloseaspracticabletothetopofthegeological formation nearest to the
surface that is likelyto contain a natural underground
reservoir; and(b)each 3m interval, or part of a 3m
interval, from as closeaspracticabletothetopofthegeologicalformationmentioned in paragraph (a) to the bottom of
the bore.(3)If the permit holder or authorised
person is, under section 107oftheAct,requiredtogivethechiefexecutivecuttingsamples, the
part of the sample given must, unless the noticerequires otherwise, be—(a)at
least 250g, but not more than 500g; and(b)washed and dried; and(c)in a
container that is suitable for long-term storage andhandling and labelled with the
following—(i)the identifying name of the
exploration bore fromwhich the sample was taken;(ii)the depth in
metres of the top and bottom of theinterval from
which the sample was taken.(4)The
sample must be lodged at the location stated in the notice.(5)In this section—cutting
samplemeans a sample of the cuttings produced
bydrilling an exploration bore.16Cores(1)A
permit holder or an authorised person for the permit mustkeep
each core recovered from an exploration bore in the areaof
the permit.(2)If the permit holder or authorised
person is, under section 107of the Act,
required to give the chief executive samples of thecore, the part of the core given must,

Prescribed conditions for permits[s 17](a)be at least 50% of the core recovered;
and(b)have as complete a vertical face as is
practicable; and(c)begiveninaboxorothersuitablecontainerthatissuitable for long-term storage and
handling and labelledwith each of the following—(i)the identifying name of the
exploration bore fromwhich the core was recovered;(ii)if more than 1
core is recovered from the bore—thenumber of the
core;(iii)the depth in
metres of the top and bottom of theinterval
cored;(iv)the length in
metres of the core recovered.(3)The
sample must be lodged at the location stated in the notice.Division 3Other
obligations17Open exploration boreA
permit holder or an authorised person for the permit mustensure an open exploration bore in the area
of the permit isleft in a condition that enables—(a)samples of fluids to be safely taken
from the bore; and(b)bore head temperatures to be
measured.18Displaying sign at exploration
bore(1)Apermitholdermustensureasigncomplyingwiththerequirementsofsubsections(2)and(3)isdisplayedinaconspicuous position at each
exploration bore in the area ofthe
permit.(2)The sign must—(a)prominently state the following

name of the bore; and(b)be clearly
visible to a person approaching the bore; and(c)be
displayed until the geothermal exploration at the borestops.(3)Each
letter on the sign must be legible, durable and clearlyvisible.19Using
existing roadsA permit holder or an authorised person for
the permit mustensure that—(a)existingroadsorvehiculartracksare,tothegreatestpracticable
extent, used to transport persons, equipmentand materials to
and from an exploration bore in the areaof the permit;
and(b)if damage is caused to a vehicular
track that is not animprovement mentioned in section 46 of
the Act—thetrack is restored at least to the same, or
substantially thesame,conditionthatitwasinbeforethedamagehappened.20Uncontrolled flow from exploration
bore(1)A permit holder or an authorised
person for the permit musttakeall reasonable
steps to prevent an uncontrolled flowofgasorliquidfromanexplorationboreintheareaofthepermit.(2)If there is an uncontrolled flow of
gas or liquid from the bore,the holder or
authorised person must, as soon as practicable,notify the chief
executive of the flow.21Distance of
excavation from railway works(1)This
section applies if railway works for a railway are in, onor
near the land to which a permit relates.Reprint 3F

person for the permit mustnotexcavatethelandlessthan12mhorizontally,or15mvertically, from the railway
works.(3)However,subsection(2)doesnotapplyiftheholderorperson—(a)haswrittenconsentfromtherailwaymanagerfortherailway;
and(b)gives the chief executive a copy of
the consent.(4)In this section—railway
managersee theTransportInfrastructure Act1994,schedule 6.railway
works, for a railway, means works erected or
placedfor the railway, and includes, for example,
a bridge, culvert,cutting, drain, embankment or pier.22Removing drilling rigA
permit holder or an authorised person for the permit mustensure a drilling rig used to drill an
exploration bore in theareaofthepermitisnotremovedfromtheborebeforethebore is in a safe and stable
condition.23Preventing spread of declared
pests(1)A permit holder or an authorised
person for the permit musttakereasonablestepstoensuretheholder,thepersonoranyone else acting for the holder or person
does not dispersethe reproductive material of any declared
pest when—(a)entering or leaving land in the area
of the permit; or(b)carrying out an activity under the
permit.(2)However,subsection(1)doesnotapplyifthedispersalisauthorised under theLandProtection(PestandStockRouteManagement) Act 2002.(3)In this section—Page 16Reprint 3F effective 1 September

following—(a)a declared pest animal or declared
pest plant under theLandProtection(PestandStockRouteManagement)Act 2002;(b)an animal or

pest plant; or(ii)the equivalent
(however called) of a declared pestanimal or
declared pest plant for the local law.relevant local
lawmeans a local law of a local
government,theareaofwhichincludestheplaceatwhichthedispersaltakes

fires(1)This section applies to land in the
area of the permit if the landis occupied
land.(2)A permit holder or authorised person
for the permit must takereasonablestepstoensuretheholder,thepersonoranyoneelseactingfortheholderorpersondoesnotdischargeafirearmorlightanopenfireonthelandintheareaofthepermit.(3)However,subsection(2)doesnotapplyiftheholderorauthorised person—(a)has

any losses of cement due to voidsorpermeablestrata,andthemethodsusedtoovercome losses of cement;(v)the method, materials and volume of
cement usedto cement voids;(vi)a
description of any other abandonment proceduresused for the
bore;(vii) anyotherdetailsoftheactivitiescarriedoutindrilling,
completing and plugging and abandoningthe bore,
including an assessment of their possibleimpacts, that
would assist a person in making anassessment of
potential risks to safe and efficientmining of
coal.(2)For subsection (1)(c)(ii), the
position at the top and bottom ofthe coal seam,
natural underground reservoir or aquifer mustbe identified in
relation to—(a)for a directional bore—(i)total vertical depth in metres;
and(ii)the horizontal
plane; or(b)otherwise—the depth in metres.(3)In this section—coalminingoperationsseetheCoalMiningSafetyandHealth Act 1999, schedule

report8When report required(1)Apermitholdermustprepareadailyactivityreportforanexplorationboreintheareaofthepermitforeachdaythepermit holder drills or otherwise
works on the bore.(2)The daily activity reports for a
calendar week must be givenwithin 1 week
after the calendar week for which the report ismade.9Contents of report(1)Thedailyactivityreportmustcontainthefollowinginformation—(a)the
name of the author of the report;(b)the
permit number;(c)the bore’s identifying name and
location;(d)drilling rig details;(e)details of all activities carried out

bore, including a mud log;(iii)water, brine,
petroleum or other fluid found in thebore;(iv)stimulation
carried out in the bore;(v)any occasions
when the blowout preventers for thebore are closed
and the reason for the closure;(vi)loss
of drilling fluid from the bore;(vii) samples
taken from the bore;(viii) volume of water taken from the
bore;(e)the results of any test made in the
bore;(f)allocation of time spent on each
operation in the bore;(g)the day drilling
of the bore started;(h)the rig release
day.(3)In this section—mudmeans a drilling fluid, commonly used in the
geothermalindustry, consisting of any suitable mixture
of water, oil, clayorothermaterial,oranymixtureofthesematerials,thatwill—(a)remove the drill cuttings from an
exploration bore; and(b)control rock and
reservoir pressures; and(c)stabilise

summary of all significant hazards to future safe andefficient mining of coal, created under the

any other hazard, or potential hazard, to future safeand
efficient mining of coal or oil shale in the area of thepermit, created under the permit—(i)the nature of the hazard or potential
hazard; and(ii)thewayinwhichthehazardorpotentialhazardwas
created; and(iii)the location of
the hazard or potential hazard; and(iv)measures taken to prevent or reduce the
hazard orpotential hazard, or to mitigate its
