in schedule 2 defines particular words used inthis
regulation.3AAMeaning ofcontributing
studiesfor QCE(1)FortheAct,schedule2,definitioncertificationstudies,thefollowing
studies arecontributing studiesfor a
QCE—(a)an approved subject;(b)vocational education and
training;(c)anapprenticeshiportraineeshipundertheVETEActundertaken by a person who is enrolled at a
school;(d)a departmental employment skills
development programunder the VETE Act;(e)a
subject that is—Current as at 1 January 2014Page

meaning of theHigher Education (General Provisions) Act
2008,schedule 2; and(ii)undertaken by a person who is enrolled at a
school;(f)a subject that is—(i)providedbyanonself-accreditinghighereducationinstitutionorself-accreditinghighereducationinstitutionwithinthemeaningoftheHigher Education (General Provisions)
Act 2008;and(ii)part
of an accredited course under that Act; and(iii)undertaken by a person who is enrolled at a
school;(g)non-Queensland studies that—(i)contributetotheissueofanequivalentqualification;
or(ii)are listed in
the recognised non-Queensland studiesguideline;(h)studies recognised as contributing studies
under part 4,division 6.Editor’s

part—guidelinemeansapreparatoryguidelineorakindergartenguideline.3BMeaning ofaccreditedfor a
syllabus or guideline(1)A syllabus or
guideline isaccreditedif the authority
grants orrenews accreditation of the syllabus or
guideline.(2)Thesyllabusorguidelineisaccreditedfromthedaytheauthority decides to grant or renew
accreditation until the endoftheaccreditationperiodforthesyllabusorguidelineorearlier cancellation of the
accreditation.3CEducational criteria for evaluation of
a syllabus orpreparatory guideline(1)Theeducationalcriteriaforevaluationofasyllabusorguideline are the following—(a)the syllabus or guideline includes the
rationale for thesyllabus or guideline;(b)thesyllabusorguidelineisappropriatefortheeducational needs of the group of
students provided forunder the syllabus or
guideline;(c)thesyllabusorguideline definesstandardsoflearningandassessmentthatachieveorexceedoutcomesforstudentsequivalenttotheoutcomesachievedunderrelated approved

paragraph (c);(e)thesyllabusorguidelinepromotesabalance,depth,qualityandrange(thecharacteristics)oflearningexperiences of a
standard that achieves or exceeds thestandard for the
characteristics of learning experiencesunder related
approved syllabuses or guidelines;(f)the
syllabus or guideline does not encourage or condonediscrimination on the basis of an attribute
mentioned intheAnti-Discrimination Act 1991,
section 7.(2)In this section—discriminationonthebasisofanattributeseetheAnti-Discrimination Act 1991,
section 8.guidelinemeans
preparatory guideline.related approved guidelines, in
relation to a guideline underevaluation,
means approved guidelines equivalent, or at leastrelevant, to the guideline under
evaluation.relatedapprovedsyllabuses,inrelationtoasyllabusunderevaluation, means approved
syllabuses—(a)providingforschoolstudiesequivalent,oratleastrelevant,totheschoolstudiesprovidedforinthesyllabus under evaluation; and(b)providing for an equivalent or similar
group of studentsprovided for in the syllabus under
evaluation.3CAEducational criteria for evaluation of
a kindergartenguideline(1)Theeducationalcriteriaforevaluationofakindergartenguideline are
the following—(a)the kindergarten guideline includes

guideline;(d)thekindergartenguidelinedescribestheexpectedknowledge,skillsanddispositionstypicalofchildrenwho have
completed the relevant kindergarten year;(e)thekindergartenguidelinedescribestheexpectedlearningbehaviourtypicalofchildrenwhohavecompleted the
relevant kindergarten year;(f)thekindergartenguidelinepromotesabalance,depth,qualityandrange(thecharacteristics)oflearningexperiences of a
standard that achieves or exceeds thestandard for the
characteristics of learning experiencesunder related
approved kindergarten guidelines;(g)thekindergartenguidelineprovidesadviceon,andaformat for, monitoring and assessing
children’s learningtosupportreportingtoparentsandthetransitionintoschool;(h)thekindergartenguidelinedoesnotencourageorcondonediscriminationonthebasisofanattributementioned in
theAnti-Discrimination Act 1991,
section7.(2)In this
section—discriminationonthebasisofanattributeseetheAnti-Discrimination Act 1991,
section 8.relatedapprovedkindergartenguidelines,inrelationtoakindergartenguidelineunderevaluation,meansapprovedkindergarten
guidelines equivalent, or at least relevant, to thekindergarten guideline under

evaluation of a syllabusor guideline(1)Thesocial responsibility criteriafor
evaluation of a syllabusor guideline are the following—(a)implementationofthesyllabusorguidelinewillnotencourage or condone contravention
of—(i)a law of the State or the
Commonwealth; or(ii)aninternationaltreatytowhichtheCommonwealth is a party;(b)implementation of the syllabus or guideline
will not beinconsistent with an agreement between the
State or arepresentativeoftheStateandanotherStateortheCommonwealth or
a representative of another State orthe
Commonwealth;(c)implementation of the syllabus or
guideline will not becontrary to the public
interest.Example for paragraph (c) of a syllabus
implementation of whichwould be contrary to the public
interest—a civics syllabus that would promote a
racially based social andpolitical hierarchy for
Australia(2)In this section—representative,oftheState,anotherStateortheCommonwealth,
means—(a)a Minister or a person who was a
Minister of the State,the other State or the Commonwealth;
or(b)a person employed or engaged or
previously employedorengagedby,theState,theotherStateortheCommonwealth.treatyincludesaconvention,protocol,agreement,orarrangement.Page 16Current as at 1 January 2014

Accreditation of 1–12 syllabuses and guidelines[s 3E]Applications for accreditation ofsyllabuses and guidelines3EWho may apply for accreditationThefollowingpersonsmayapplyforaccreditationofasyllabus or guideline—(a)the person who owns the syllabus or
guideline;(b)apersonauthorisedbytheownerofthesyllabusorguideline to make the application.3FProcedural requirements for an
application(1)Anapplicationforaccreditationofasyllabusorguidelinemust—(a)be in the approved form; and(b)be accompanied by—(i)the
syllabus or guideline; and(ii)evidencesatisfactorytotheauthoritythattheapplicant is eligible to apply under
section 3E; and(iii)the prescribed
application fee; and(iv)anyotherdocuments,identifiedintheapprovedform, the
authority reasonably requires.(2)Informationintheapplicationmust,iftheapprovedformrequires, be
verified by a statutory declaration.3GAccreditation of a syllabus and
preparatory guidelineunder 1 applicationA
person may, in 1 application, apply for accreditation of asyllabusandapreparatoryguidelineifthesyllabusandpreparatoryguidelinerelatetoschoolstudiesforthepreparatoryyearofschoolingandatleast1otheryearofschooling.Current as at 1

beforeaccreditation(1)The
authority and an applicant for accreditation of a syllabusorguidelinemayagree,beforetheauthoritydecidestheapplication, to change the syllabus or
guideline.(2)However, if the applicant is not the
owner of the syllabus orguideline, the change can be made only
if the owner agrees tothe change.3IWithdrawal of an applicationApersonmaywithdrawtheperson’sapplicationforaccreditation of a syllabus or guideline by
giving a notice tothe authority.Division 3Inquiries into applications3JAuthority must ensure compliance with
proceduralrequirements(1)If
the authority considers an application for accreditation of
asyllabusorguidelinedoesnotcomplywithaproceduralrequirement,theauthoritymust,bynoticegiventotheapplicant,requiretheapplicanttocomplywiththerequirement within a reasonable
period, of at least 28 days,stated in the
notice.(2)However, the authority and the
applicant may, before the endof the period
stated in the notice, agree to extend the periodfor
complying with the procedural requirement to a day (theagreed compliance day) after the end
of the period stated inthe notice.(3)Iftheapplicantdoesnotcomplywiththeproceduralrequirementwithintheperiodstatedinthenotice,orifapplicable, by
the agreed compliance day, the authority mayreject the

the authority decides to reject the application, the
authoritymustgivetheapplicantaninformationnoticeaboutthedecision.3KAuthority may require further information or
