may be cited as theEducation (Senior Secondary SchoolStudies) Regulation 1999.PART
2—MEMBERSHIP OF COMMITTEES2Membership of
moderation committee—Act, s 34(1)Theboardmustappointthefollowingpersonsasmembersofthemoderation committee—(a)the director;(b)the
chairperson of each of 2 subject advisory committees decidedby
the board;(c)5 persons chosen by the board—(i)whoarerecognisedbytheboardashavingexpertiseinmoderation; and(ii)whose combined expertise is representative
of the range ofboard subjects or groups of board subjects
studied in seniorsecondary schools in Queensland;(d)other persons the board considers
necessary.(2)Unless the board otherwise decides,
the director is the chairperson ofthe
committee.

this section—“seniorsecondaryschool”meansaschoolprovidingseniorsecondaryeducation.3Membership of subject advisory
committees—Act, s 36(1)Theboardmustappointthefollowingpersonsasmembersofasubject advisory committee—(a)1 person chosen by the board who is
recognised by the board ashavingknowledgeoftherelevantsubjectandexperienceinmanaging committees;(b)1
person chosen by the board who is recognised by the board ashaving expertise in moderation in the
relevant subject;(c)2 persons, chosen by the board from
nominations given to theboard by non-State school
organisations, who are—(i)recognisedbytheboardasleadingpractitionersintheteaching of the relevant subject;
and(ii)teachers in
non-State secondary schools;(d)4
nominees of the chief executive who are—(i)recognisedbytheboardasleadingpractitionersintheteaching of the relevant subject;
and(ii)teachers in
State secondary schools;(e)1nomineeofthechiefexecutivewhoisanofficerofthedepartment involved in curriculum
implementation support;(f)1 nominee of the
parent entities who, at the time of appointment,is a
parent of—(i)apersonattendingyear11or12ataStateeducationalinstitution or
other school in Queensland; or(ii)apersonexpectedtoattendyear11or12ataStateeducational institution or other school in
Queensland duringthe term of the appointment; or(iii)a person who
attended year 11 or 12 at a State educationalinstitution or
other school in Queensland and whose last day

was not earlier than 2 years before the day ofappointment;(g)4nomineesoftheHigherEducationForumwhorepresentinstitutions
providing higher education;(h)1
nominee of a learned association recognised by the board ashaving expertise in the relevant
subject;(i)1 nominee of an industry association
recognised by the board asbeing knowledgeable about, and
representative of, the industry towhich the
relevant subject primarily relates;(j)1
nominee of the director of the Office of the Queensland
SchoolCurriculum Council;(k)other persons the board considers—(i)have expertise in the relevant
subject; or(ii)will contribute
to the committee’s work.(2)The person
mentioned in subsection (1)(a) is the chairperson of thecommittee.(3)Thechairpersonoftheboardmustarrangeformeetingsofrepresentatives of the parent entities to
nominate a person for appointmentto a subject
advisory committee under subsection (1)(f).(4)Therepresentativesmayparticipateinthemeetingsbytelephone,closedcircuittelevisionoranotherwaypermittingcontemporaneouscommunication
with other representatives.(5)Beforetheboardacceptsanominationofapersonundersubsection (1)(i),theboardmustconsultwiththe
VocationalEducation,TrainingandEmploymentCommissionaboutwhethertheindustryassociation is
sufficiently knowledgeable about, and representative of, theindustry to make the nomination.(6)In this section—“learnedassociation”meansanassociationorsocietyofpersonsrecognised by
the board as having expertise in a subject.Example—An association of persons who teach a
subject.

Studies)Regulation 1999“non-Stateschool”meansaschoolthatisprovisionallyaccredited,oraccredited, under theEducation
(Accreditation of Non-State Schools)Act 2001.“non-Statesecondaryschool”meansanon-Stateschoolatwhichsecondary
education is provided.“parent entities”means the
following entities—(a)QueenslandCouncilofParentsandCitizens’AssociationsIncorporated;(b)FederationofParentsandFriendsAssociationsofCatholicSchools,
Queensland;(c)Independent Parents and Friends
Council of Queensland.“relevant subject”means the
subject, or one of the group of subjects, forwhich the
committee is appointed.“State secondary school”means a school at which secondary education
isprovided by the State.“VocationalEducation,TrainingandEmploymentCommission”meanstheVocationalEducation,TrainingandEmploymentCommissionestablishedundertheVocationalEducation,Trainingand
Employment Act 1991, section 6.PART 3—CERTAIN
MATTERS ABOUT THE BOARDAND COMMITTEES4Application of partThispartappliestothemoderationcommitteeandsubjectadvisorycommittees.5Quorum for meetings(1)The
board or a committee may not meet unless it has a
quorum.

number required for a quorum is the number that is half of
thenumber of members of which the board or
committee for the time beingconsists or, if
that number is not a whole number, the next whole number.6Casual vacancies on committees(1)The board may appoint a person to fill
a vacancy in the membershipof a
committee.(2)Apersonappointedundersubsection(1)musthavesimilarqualifications to
the person being replaced.(3)The term of the
appointment is the balance of the term for which theperson being replaced was appointed.7How committees exercise power(1)Atameetingofacommittee,aquestionistobedecidedbyamajority of the
votes of the committee’s members present and voting.(2)Each member has a vote on each
question arising for decision and, ifthe votes are
equal, the chairperson of the committee has a casting vote.(3)A member who abstains from voting is
taken to have voted in thenegative.8Term
of appointment of committee members(1)A
member of the moderation committee must be appointed for a
termof 4 years.(2)A
member of a subject advisory committee must be appointed for
aterm of not more than 4 years.PART
4—REPEAL9Repeal of regulationTheEducation(SeniorSecondarySchoolStudies)Regulation1989isrepealed.
