Buildings Protective Security Regulation1998[as
amended by all amendments that commenced on or before 27 June
2008]1Short titleThis regulation
may be cited as theStateBuildingsProtectiveSecurityRegulation1998.2CommencementThis regulation
commences on 1 July 1998.3DefinitionsIn this
regulation—licensed premisesseeLiquorAct1992, section 4.1liquorseeLiquorAct1992, section 4B.2managermeans—(a)the administrator; or(b)a public service officer who—1LiquorAct1992, section 4—licensed
premisesmeans premises to which a licence relates,
and includes premisesapproved under section 125 for sale of
liquor.2LiquorAct1992, section 4B—4BMeaningofliquor(1)Liquorisaspiritousorfermentedfluidofanintoxicatingnatureintended for human consumption.(2)Liquoralsoincludesanyothersubstanceintendedforhumanconsumption in
which the level of ethyl alcohol (ethanol) is more than5mL/L
(0.5%) at 20ºC.(3)However,liquordoes
not include a fluid, that would otherwise be liquor,if it
is used merely as a preservative or medium in which fruit is
offeredfor sale to the public in sealed containers
and with the contents visible.
s44s8StateBuildingsProtectiveSecurityRegulation1998(i)carriesoutfunctionsfortheprotectivesecurityservice that are mainly of a managerial
nature; and(ii)is designated in writing by the
administrator to givedirections or authorisations for this
regulation.uniformincludes
associated accoutrements.4Standards of
physique and physical fitness for securityofficers—Act, s
9(1)Thestandardofphysiqueandstateofphysicalfitnessforprotective security officers is a
physique suitable, and level ofphysical fitness
appropriate, for carrying out the functions of aprotective security officer.(2)Thestandardofphysiqueandstateofphysicalfitnessforsenior protective security officers is
a physique suitable, andlevelofphysicalfitnessappropriate,forcarryingoutthefunctions of a senior protective
security officer.5UniformsTheuniformforasecurityofficeristheuniformdecided,from time to
time, for the officer by the administrator.6Surrender of uniforms—Act, s 30Forsection30oftheAct,asecurityofficer’suniformisaprescribed thing.7Security officers to serve in state
buildings as directedA security officer must serve in any
state building in whichthe manager directs the officer to
serve.8Handover of duties(1)A
security officer (theduty officer) carrying out
functions in astate building must remain on duty in the
building until—(a)relieved of duty by another officer;
or(b)authorised by the manager to leave the
building.

so for carrying out the officer’s functions.9Emergency dutiesAsecurityofficermusttakeupdutypromptlyinanemergency, if directed to do so by the
manager.10Security officers on duty not to be
under the influence ofliquor or a drug(1)This
section applies to a security officer who is on duty or is
ata place for taking up duty at the
place.(2)The security officer must not be under
the influence of liquoror a drug to the extent the officer is
not fit to carry out thefunctions of a security
officer.11Security officers in uniform not to
purchase liquor(1)A security officer who is in uniform
must not obtain liquorfrom licensed premises.(2)Subsection (1) does not apply to a
security officer if—(a)the officer is in a motor vehicle;
and(b)the liquor is in sealed containers;
and(c)immediately after obtaining the
liquor, the officer leavesthe licensed premises.11ADeclaration of state building—Act, s
4(4)(1)For section 4(4) of the Act, the
buildings and their precinctslocatedonthelanddescribedintheschedulearestatebuildings.(2)This section expires on 30 June
2011.12RepealTheLawCourtsandStateBuildingsProtectiveSecurityRegulation 1984 is repealed.
