title1.This regulation may be cited as
theEducation (School CurriculumP-10)
Regulation 1997.˙Commencement2.This
regulation commences on 14 February 1997.˙Definitions3.In
this regulation—“education provider”means—(a)the chief executive; or(b)the Queensland Catholic Education
Commission; or(c)the Association of Independent Schools
of Queensland Inc.“parent groups”means all of the
following entities—(a)QueenslandCouncilofParentsandCitizens’AssociationsIncorporated;(b)FederationofParentsandFriendsAssociationsofCatholicSchools,
Queensland;(c)Independent Parents and Friends
Council of Queensland.

of council meetings4.The chairperson of the council calls a
meeting by giving written noticeof the time and
place of the meeting to each of the members at least 7 daysbefore the day of the meeting.˙Quorum for meeting of council5.Thenumberofmembersofthecouncilrequiredtoconstituteaquorum is—(a)if
the number of members at the time of the meeting is an evennumber—half the number of members; or(b)if the number of members at the time
of the meeting is an oddnumber—the whole number next higher
than half the number ofmembers.†PART3—SYLLABUSADVISORYCOMMITTEES˙Requirements about membership of syllabus
advisory committees6.(1)Each syllabus
advisory committee established by the council1mustinclude the
following persons—(a)5 persons nominated by the chief
executive—(i)1 of whom must be a public service
officer employed in thedepartment; and(ii)4ofwhommustbepractisingteacherswhomthechiefexecutiveconsiderstohaveexpertiseintheparticular1Undersection30(1)oftheAct,thecouncilmayestablishsyllabusadvisorycommittees to
‘the extent the council considers it necessary or convenient
foreffectively and efficiently performing its
functions in relation to P-10 syllabuses’.

which the committee is established;(b)2personsnominatedbytheQueenslandCatholicEducationCommission, 1 of
whom must be a practising teacher whom thecommission
considers to have expertise in the particular subjectsfor
which the committee is established;(c)2
persons nominated by the Association of Independent SchoolsofQueenslandInc.,1ofwhommustbeapractisingteacherwhom
the association considers to have expertise in the
particularsubjects for which the committee is
established;(d)1 person nominated by the parent
groups who, at the time ofappointment by the council, is a
parent of a student currentlyattending a year
from preschool to year 10 at a State educationalinstitution or other school in
Queensland.(2)To remove any doubt, it is declared
that subsection (1) does not limitthe council’s
powers to appoint other persons to be members of syllabusadvisory committees.˙Nomination by education providers7.(1)A nomination by
an education provider must be obtained by thecouncilaskingtheeducationprovider,bywrittennotice,tonominatepersons as
mentioned in section 6(1)(a), (b) or (c) by a time stated in
thenotice.(2)If
the education provider does not, within the time stated in the
notice,nominate a person or persons for
appointment—(a)thecouncilmayappointapersonorpersonstoasyllabusadvisory
committee as the nominee or nominees of the educationprovider; and(b)apersonappointedistakentohavebeennominatedbytheeducation provider under section
6(1).(3)In appointing a person as the nominee
of an education provider, thecouncil must
appoint a person whom it considers is suitably qualified forappointment as the nominee of the education
provider.

Curriculum P-10)Regulation 1997˙Nominations by parent groups8.(1)Anominationbytheparentgroupsmustbeobtainedbythechairperson of the council arranging a
meeting of the representatives of eachof the parent
groups to agree on a nominee for appointment.(2)The
meeting may be held by telephone, closed circuit television
oranother form of communication.(3)If the representatives of each of the
parent groups do not agree on anominee for
appointment at the meeting—(a)thecouncilmayappointapersontoasyllabusadvisorycommittee as the nominee of the parent
groups; and(b)thepersonappointedistakentohavebeennominatedbytheparent groups under section
6(1).(4)Inappointingapersonasthenomineeoftheparentgroups,thecouncil must appoint a person whom it
considers is suitably qualified forthe appointment
as the nominee of the parent groups.˙Chairpersons of syllabus advisory
committees9.For each syllabus advisory committee,
the council must appoint amember of the committee to be the
chairperson of the committee.˙Removal of certain members of syllabus
advisory committee10.(1)This section
applies to a member of a syllabus advisory committeenominated under section 6(1).(2)Before the council decides to remove
the member from the syllabusadvisory
committee, the council must give written notice to the member
andthe education provider, or the parent groups,
that nominated the person—(a)about the
council’s intention to remove the member from thecommittee; and(b)inviting the member and the provider or
groups to make a writtensubmission to the council, within a
time stated in the notice, aboutremoving the
member.

4—TESTS FOR ASSESSMENT OF STUDENTS’SKILLSORKNOWLEDGE˙Required tests—Act, s 1311.For
section 132of the Act, the council must develop
the followingtests—(a)a
test, for administering in 2001 and each subsequent year, toassess the literacy and numeracy skills of
all students in year 3;(b)a test, for
administering in 1998 and each subsequent year, toassess the literacy and numeracy skills of
all students in year 5;(c)a test, for
administering in 1999 and each subsequent year, toassess the literacy and numeracy skills of
all students in year 7.2Section 13
