regulation may be cited as theHealth
(Radioactive Substances)Regulation 19943–4.˙Abrasive blasting
material2.(1)This section
applies to abrasive blasting material that contains aradioactivesubstanceinlessthattheconcentrationprescribedundertheRadioactive Substances Act 1958.(2)Apersonmustnotsell,supply,useorotherwisedealwiththematerial mentioned in subsection (1)
unless—(a)the material complies with the
following release criteria—(i)[Th
+ D] (Bq g¯1)+[U +
D] (Bq g¯1)≤11.54.0;
and(ii)the gross alpha
and gross beta activity concentrations in theTCLP extracts
from the material are no more than 10 timesthe
concentrations specified in the Australian Drinking WaterGuidelines1oftheNationalHealthandMedicalResearchCouncil and the Australian Water Resources
Council for thescreeningofgrossalphaandgrossbetaactivityconcentration;
or(b)the chief executive is satisfied
that—(i)thematerialcomplieswithothermoreappropriaterelease1A copy of the Guidelines is available
for inspection at the Department of Health,Brisbane.

Regulation1994criteria; and(ii)theotherreleasecriteriaareconsistentwiththeNationalHealth and
Medical Research Council guidelines on the useof abrasive
blasting material.(3)Theextractionfluidstobeusedinthescreeningmentionedinsubsection (2)(a)(ii) are acetate buffer at
pH 4.9 and deionised water.(4)In subsection
(2)—“TCLP”means the
Toxicity Characteristic Leaching Procedure specified intheCode2ofFederalRegulationsoftheUnitedStates,Title40,Part
261, Appendix 2, 7-1-91, EPA Method 1311.“[Th + D]”means the total specific activity in
becquerels per gram (Bq g¯1)of
the thorium series radionuclides present in the material.“[U +
D]”means the total specific activity in
becquerels per gram (Bq g¯1)of
the uranium series radionuclides present in the material.2AcopyoftherelevantpartoftheCodeisavailableforinspectionattheDepartment of Health,
