3 Water Resources (Lower Balonne Advisory Committee) Regulation 1992 WATER RESOURCES (LOWER BALONNE ADVISORY COMMITTEE) REGULATION 1992 [reprinted as in force on 1 January 1993 2 ] ˙ Short title 1. This order in council may be cited as the Water Resources (Lower Balonne Advisory Committee) Regulation 1992 3 . ˙ Definitions 2. In this order in council— “committee” means the Lower Balonne Advisory Committee; “member” means a member of the committee; “nominator” , in relation to a member, means the body or person entitled to nominate the member under section 4. ˙ Establishment of committee 3. The Lower Balonne Advisory Committee is established under section 3.26(1)(b) of the Act. ˙ Membership of the committee 4. The members of the committee are— (a) 2 persons nominated by the Dirranbandi District Irrigators Association Inc.; and (b) 2 persons nominated by the St. George Irrigation Farmers Association; and (c) 1 person nominated by the Balonne Shire Council; and (d) 1 person nominated by the Briarie Catchment Group; and

4 Water Resources (Lower Balonne Advisory Committee) Regulation 1992 (e) 1 person nominated by the Culgoa Balonne Minor Distributary System Water Users Association; and (f) 1 person nominated by the Dirranbandi Branch of the Queensland Country Women’s Association; and (g) 1 person nominated by the Dirranbandi and District Progress Association; and (h) 1 person nominated by the St. George and District Tourism and Museum Board; and (i) 1 person nominated by the Stevenson Finance Corporation Pty Ltd; and (j) 1 person nominated by the chief executive of the department. ˙ Appointment of member 5. Each member is to be appointed by the Governor in Council. ˙ Term of appointment 6. Subject to section 7, each member is to be appointed for a term of 2 years ending on the same day as the other members. ˙ Casual vacancy 7.(1) The Governor in Council may appoint a person to fill a vacancy occurring in the office of a member during the currency of the member’s term. (2) The provision of section 4 that applied in relation to the appointment of the member whose office fell vacant also applies in relation to the appointment of a person to fill the vacancy. (3) A person appointed to fill a vacancy in the office of a member is to hold office from a date specified by the Governor in Council until the expiration of the term of the office for which the member whose office fell vacant was appointed.

5 Water Resources (Lower Balonne Advisory Committee) Regulation 1992 ˙ Alternative members 8.(1) A member’s nominator may appoint an alternative member for the member. (2) The appointment must be for the whole of the member’s term, or the balance of the member’s term from the date of appointment. (3) At any meeting of the committee, in the absence of the member for whom the alternative member has been appointed, the alternative member may discharge all the functions of the absent member other than the functions of chairperson. ˙ Chairperson 9.(1) There is to be a chairperson of the committee. (2) The chairperson is to be a member of the committee appointed by the members. ˙ Deputy chairperson 10.(1) The members of the committee may appoint a deputy for the chairperson. (2) At any meeting of the committee, in the absence of the chairperson, the deputy chairperson may discharge all the functions of chairperson. ˙ Functions of the Committee 11. In addition to the functions mentioned in section 3.26(3) of the Act, the committee is to— (a) advise the chief executive of the department on issues affecting the Lower Balonne River system, by facilitating community involvement to promote— (i) sustainability of land use; and (ii) equitable management of water resources; and (b) consider and provide advice in relation to matters referred to the committee by the chief executive.

6 Water Resources (Lower Balonne Advisory Committee) Regulation 1992 ˙ Expenses 12. The members may be paid— (a) expenses incurred in attending committee meetings; and (b) an additional allowance; that the Minister may determine.
