title1.This order in council may be cited as
theWaterResources(LowerBalonne Advisory
Committee) Regulation 19923.˙Definitions2.In
this order in council—“committee”means the Lower
Balonne Advisory Committee;“member”means a member
of the committee;“nominator”, in relation to
a member, means the body or person entitled tonominate the
member under section 4.˙Establishment of
committee3.The Lower Balonne Advisory Committee
is established under section3.26(1)(b) of the
Act.˙Membership of the committee4.The members of the committee
are—(a)2personsnominatedbytheDirranbandiDistrictIrrigatorsAssociation
Inc.; and(b)2personsnominatedbytheSt.GeorgeIrrigationFarmersAssociation; and(c)1
person nominated by the Balonne Shire Council; and(d)1 person nominated by the Briarie
Catchment Group; and

Balonne Minor DistributarySystem Water Users Association;
and(f)1 person nominated by the Dirranbandi
Branch of the QueenslandCountry Women’s Association;
and(g)1personnominatedbytheDirranbandiandDistrictProgressAssociation; and(h)1
person nominated by the St. George and District Tourism andMuseum Board; and(i)1
person nominated by the Stevenson Finance Corporation PtyLtd;
and(j)1 person nominated by the chief
executive of the department.˙Appointment of member5.Each
member is to be appointed by the Governor in Council.˙Term of appointment6.Subject to section 7, each member is to be
appointed for a term of 2years ending on the same day as the
other members.˙Casual vacancy7.(1)The
Governor in Council may appoint a person to fill a vacancyoccurring in the office of a member during
the currency of the member’sterm.(2)The provision of section 4 that
applied in relation to the appointmentofthememberwhoseofficefellvacantalsoappliesinrelationtotheappointment of a person to fill the
vacancy.(3)A person appointed to fill a vacancy
in the office of a member is toholdofficefromadatespecifiedbytheGovernorinCounciluntiltheexpiration of the term of the office
for which the member whose office fellvacant was
appointed.

member’s nominator may appoint an alternative member for themember.(2)The
appointment must be for the whole of the member’s term, or
thebalance of the member’s term from the date of
appointment.(3)At any meeting of the committee, in
the absence of the member forwhom the
alternative member has been appointed, the alternative
membermaydischargeallthefunctionsoftheabsentmemberotherthanthefunctions of chairperson.˙Chairperson9.(1)There is to be a chairperson of the
committee.(2)The chairperson is to be a member of
the committee appointed by themembers.˙Deputy chairperson10.(1)Themembersofthecommitteemayappointadeputyforthechairperson.(2)At
any meeting of the committee, in the absence of the
chairperson,the deputy chairperson may discharge all the
functions of chairperson.˙Functions of the
Committee11.In addition to the functions mentioned
in section 3.26(3) of the Act,the committee is
to—(a)advise the chief executive of the
department on issues affectingtheLowerBalonneRiversystem,byfacilitatingcommunityinvolvement to promote—(i)sustainability of land use; and(ii)equitable
management of water resources; and(b)consider and provide advice in relation to
matters referred to thecommittee by the chief
executive.
6Water Resources (Lower Balonne
AdvisoryCommittee) Regulation 1992˙Expenses12.The
members may be paid—(a)expenses
incurred in attending committee meetings; and(b)an
additional allowance;that the Minister may
determine.
