has, for a test required under a regulation, thefollowing functions—(a)to
develop, revise and mark the test;(b)to
develop procedures for the administration of the testby
schools or the authority;(c)to analyse
systemic information about the performanceofpersonswhoundertookthetestandtoreporttheresultsoftheanalysistotheMinister,thechiefexecutive, AISQ
and QCEC;(d)to give the principal of a school
individual results of theschool’s students who undertook the
test;(e)togiveapersonwhoundertookthetesttheperson’sresults in the
test.10ATesting functions for common national
testsThe authority has, for implementing common
national tests,the following functions—(a)to
participate in the development or revision of the tests;(b)to implement procedures for
administering the tests byschools or the authority;(c)to mark the tests;(d)to
analyse systemic information about the performanceof
persons who undertake the tests and report the resultsof
the analysis to the Minister, the chief executive, AISQand

authority has the function to decide on procedures, and tocarryoutarrangements,fortheassessmentofpersonsinschool subjects that are certification
studies.(2)Also, the authority has, for an
assessment prescribed under aregulation, the
following functions—(a)to develop and
revise documents for the assessment;(b)todevelopproceduresfortheadministrationoftheassessment.(3)In
addition, the authority has the following functions—(a)to collect, and analyse, assessment

(a).(2)Also,theauthorityhasthefunctiontoapproveworkprograms,forusebytheschoolsthatdevelopedtheworkprograms, for

functions;(d)togiveinformation,obtainedbytheauthorityintheperformance of
its functions, to the Commonwealth, aState or an
entity of the Commonwealth or a State;(e)toperformotherfunctionsconferredontheauthorityunder this, or another, Act.Division 3Authority’s
powers18Powers of authority(1)The authority has all the powers of an
individual, and may, forexample—(a)enter into contracts; and(b)acquire, hold, dispose of, and deal
with, property; and(c)appoint agents and attorneys;
and(d)engage consultants; and(e)produce documents in performing its
functions; and(f)charge for advertising in the
documents; and(g)fixcharges,andotherterms,forservicesandotherfacilities it
supplies; and(h)do anything else necessary or

Act.(4)TheauthoritymayexerciseitspowersinsideoroutsideQueensland.(5)Without limiting subsection (4), the
authority may exercise itspowers outside Australia.Division 4Tests and

regulation may require the authority to develop tests for
theassessment of particular skills or knowledge

opened(1)A person who wishes to have a student
account opened underthis subdivision may either—(a)if the person is enrolled with a
provider, other than anexemptprovider,incertificationstudies—givetheprovider the required information and ask
the providerto open the account for the person;
or(b)givethechiefexecutivetherequiredinformationandaskthechiefexecutivetoopentheaccountfortheperson.(2)Theproviderorchiefexecutivemustopentheaccountbygiving notice to the authority of the
required information.(3)Therequired informationis each of the
following—(a)theinformationmentionedinsection21F(1)(a)to(e),(g), (h) and
(k);(b)ifthepersonisunder18yearsandhasaparent—theparent’s name

give the provider,agentorrecognisedschoolaccess(theaccessibleinformation); and(b)the purpose of the access.(2)Forarelevantproviderfortheperson,iftheproviderisaschool—(a)the accessible information is all of

approval, under this Act, of a work program for aschool subject; or(e)therecordingofaparticularperson’sresultsincertificationstudiesonacertificateofachievementorstatement of results; or(f)theissuetoaparticularpersonofaQCE,anothercertificate of
