the Medicare Principles and Commitments specifiedin
section 26(2) of theHealth Insurance Act 1973(Cwlth) and foranother
purpose˙Short title1.This
Act may be cited as theMedicare Principles and
CommitmentsAdoption Act 19943.˙Interpretation2.WordsusedinthisActthataredefinedintheHealthInsuranceAct
1973(Cwlth) have the same meanings in this
Act.˙Medicare Principles and
Commitments3.(1)TheMedicarePrinciplesandCommitmentsspecifiedinsection 26(2) of theHealth Insurance Act 1973(Cwlth) are established asguidelines that will govern the delivery of
public hospital services to eligiblepersons in the
State.(2)A copy of the Medicare Principles and
Commitments is contained inthe

3(2)†MEDICARE PRINCIPLESTheCommonwealthandtheStatesarecommittedtothefollowingPrinciples in the
provision of public hospital services—Explanatory
noteThePrinciplesfocusontheprovisionofpublichospitalservicestoeligiblepersons,butoperateinanenvironmentwhereeligiblepersonshavetherighttochoose private health care in public
and private hospitals supported by private healthinsurance.Choices of
servicesPrinciple 1Eligiblepersonsmustbegiventhechoicetoreceivepublichospitalservices free of
charge as public patientsExplanatory notes1.Hospitalservicesincludein-patient,out-patient,emergencyservices(includingprimarycarewhereappropriate)anddaypatientservicesconsistentwithcurrentlyacceptable medical
and health service standards.2. At the time of
admission to a hospital, or as soon as practicable after that,
aneligiblepersonwillberequiredtoelectorconfirmwhetherheorshewishestobetreated as a public or private
patient.Universality of servicesPrinciple 2Access to public hospital services is to be

practicable extent, a State will ensure the provision ofpublic hospital services equitably to all
eligible persons, regardless of theirgeographical

with every hospital service they may need.2. In rural and
remote areas, a State should ensure provision of reasonable
