1Short title

This regulation may be cited as the Major Events (Motor Racing Events) Regulation 2015.

2Definitions

In this regulation—

Gold Coast 500 means the major event prescribed under section 9.

Gold Coast 600 means the major event prescribed under section 9.

motor racing event means—

(a)the Gold Coast 600500; or

(b)the Townsville 400500.

Townsville 400500 means the major event prescribed under section 3.

9Gold Coast 600500 is a major event—Act, s 12

For section 12(1) of the Act, the V8 Supercars motor racing event known as the Gold Coast 600500 to be held in 20172025 is prescribed as a major event.

For section 12(2)(b) of the Act, the followingmajor event area prescribed for the Gold Coast 500 is the area consisting of the areas shown on the map in schedule 2 areas the major event areas for the Gold Coast 600—area.

(a)the areas surrounding McIntosh Island Park in Surfers Paradise;

(b)the areas in the Southport Broadwater Parklands;

(c)3332 Surfers Paradise Boulevard, Surfers Paradise.

12Major event period for Gold Coast 600500—Act, s 12

For section 12(2)(c) of the Act, the major event period for the Gold Coast 600500 is the period betweenfrom midday on 1923 October 2017 and2025 to midday on 2327 October 20172025.

For section 16(2) of the Act, the following periods, dates inclusive, are prescribed—

(a)between 11 September 2017 and midday on 19 October 2017;

15Application of Act provisions to motor racing events

For sections 17 and 55 of the Act, the following provisions of the Act are prescribed, under section 12(2)(d) of the Act, to apply to a motor racing event and the major event area for the major event period—

(a)sections 18(1) to (4), (6), (7) and (9), 19 to 28, 31, 36 and 40;

(b)part 6.

16Display of poster prescribed prohibited conduct

(1)For section 20(6)(h) of the Act, displaying a poster on a property inside the major event area for a motor racing event, including on the outside of a building or structure, is prescribed.

(2)Subsection (1) does not apply to a poster displayed by a person if the poster—

(a)was displayed before the major event period for the motor racing event; and

(b)was displayed in the course of the person’s ordinary activities.

17Persons who may be appointed as authorised persons

For section 56(1)(d) of the Act, crowd controllers under the Security Providers Act 1993 are prescribed for a motor racing event.

18Limitation on particular authorised person’s powers

(1)This section limits, for section 57(2) of the Act, the powers of particular authorised persons for a motor racing event.

(2)The powers of an authorised person who is not a police officer do not include the powers stated in sections 25, 54, 63 and 65 of the Act.

19Application of laws to roads

For section 80(1)(b) of the Act, each road shown in the major event area for a motor racing event shown on the map in schedule 1 or 2 ceases to be a road for the major event period for the event.

20Assessing building work

(1)This section applies to a building certifier engaged to assess building work for the purpose of giving a compliance certificate for section 78(3) of the Act.

(2)Before giving a compliance certificate for the building work, the building certifier must—

(a)consult the Queensland Fire and Emergency ServiceRescue about a special fire service or any work involving a fire-related alternativeperformance solution for the building work; and

(b)if the building work is for a building or structure that is proposed to have a special fire service or involves a fire-related alternativeperformance solution—obtain and consider a report from the Queensland Fire and Emergency ServiceRescue on the suitability of the proposed special fire service or fire-related alternativeperformance solution.

(3)In this section—

building certifier see the Building Act 1975, section 8.

building work see the Building Act 1975, section 5.

fire-related performance solution means a performance solution as defined under the Building Act 1975, schedule 2 for performance requirements relating to fire safety.

fire-related alternative solution means an alternative solution as defined under the Building Act 1975, schedule 2 for performance requirements relating to fire safety.

performance requirements see the Building Act 1975, schedule 2.

special fire service see the Building Act 1975, schedule 2.
